The client may be a regulated entity holding a licence with its own capital condition, and its procurement team will read a subcontractor's papers with that in mind. Some contracting inside the zone is denominated in dollars, so a firm quoting there carries an exposure the certificate should describe rather than convert silently. The date of the position and the rate used belong on the face of it.

Does the state tender portal or the department set the certificate requirement?

The department, inside the bid document the portal carries. Gujarat tenders are floated on the state's electronic procurement platform. The eligibility conditions within each bid state the solvency amount and how recent the evidence must be. The portal governs submission mechanics rather than what the certificate must say.

Yes, in its eligibility conditions. An Ahmedabad Municipal Corporation works tender fixes the financial criteria for the package, and the certificate names that sum. Bidders who obtain a certificate for their overall worth, rather than for the stated figure, are the ones asked to resubmit inside a closing window.

Do GIFT City subcontractors need a solvency certificate under the zone's conditions?

Where the contract or the authority requires it, yes. Work inside the special economic zone is governed by the zone authority's approvals and the contracting party's own conditions. Financial standing evidence is commonly part of the package. The certificate is addressed to whoever imposes the condition, not to the zone generally.

How do Gujarat contractor registration classes change the figure?

They raise it as the class rises. The state grades contractors into classes with monetary ceilings on the works each may bid for. So the solvency to be evidenced scales with the class held or sought. A contractor upgrading produces a certificate at the new level along with turnover and completed-works evidence.

If the tender document is in Gujarati, which version governs?

The version the authority declares authoritative, which the bid document itself states. Where a Gujarati notice and an English translation differ on the amount or the currency window, the declared version prevails. A certificate written to the wrong one fails on eligibility. The condition is therefore confirmed before the amount is fixed.

Does moving up a registration class require a fresh certificate?

Yes. The upgrade application is assessed on current financial standing, so a certificate issued for an earlier bid at the old class does not support it. Contractors planning an upgrade usually time the certificate to the application rather than reusing whatever was last filed with a tender.

Are jantri rates used to value the property behind the figure?

Only where the certificate says so. The jantri is Gujarat's stamp duty rate schedule and understates market value in several parts of Ahmedabad. So authorities testing realisable value generally prefer a registered valuer's report. Whichever basis is used is named, because a figure with an unstated basis cannot be checked.

Can an Ahmedabad certificate be used for a bid in Surat or Rajkot?

Yes, subject to the addressee and the amount. The certificate is verifiable by UDIN wherever it was signed, so the issuing city is irrelevant. What has to change is the authority named and the sum certified. Each tender sets its own threshold, and reliance is scoped to the party the certificate addresses.

Is the certificate uploaded as a scan or submitted in original?

Scanned into the technical bid, with the original held for production. Evaluation happens from the uploaded file, so an unsigned scan, a missing annexure or an illegible amount fails regardless of the paper document. Authorities call for the original before award, and a bidder who cannot produce it loses the bid.

Does a GIFT City unit's foreign currency balance count towards solvency?

It counts, converted at a stated rate on the certificate date. A unit in the International Financial Services Centre holds balances in foreign currency. The certificate reports the rupee equivalent alongside the original currency so a Gujarat authority reads one comparable figure. The rate and its date are named on the face of the document.
