Definition: It is a certificate issued by a Chartered Accountant stating an enterprise's annual turnover for a financial year, used to determine or confirm its MSME category under the composite criterion.

Under the MSMED Act, 2006, and the revised Notification S.O. 1364(E) dated 21 March 2025 (effective 1 April 2025), an enterprise is classified by a composite criterion of investment in plant and machinery or equipment and annual turnover. If it exceeds either limit for its category, it is reclassified to the next higher category. Crucially, exports are excluded from turnover for classification, and units sharing the same PAN are aggregated as a single enterprise.
