What Are FCRA FC-6 Intimations and the Designated Bank Account?

      Quick Answers

      • Where must the FCRA designated bank account be opened? Every FCRA-registered association must receive foreign contribution only in a designated FCRA account at the State Bank of India, New Delhi Main Branch, 11 Sansad Marg, New Delhi-110001, as notified by the Ministry of Home Affairs on 7 October 2020.
      • What is the Form FC-6 series used for? The Form FC-6 series (FC-6A to FC-6E) is used to intimate the MHA online about changes such as name and address, aims and objects, designated bank account, opening of a utilisation account, or change in key members of the association.
      • What is the time limit to file an FC-6 intimation? Following the FCRA Amendment Rules 2022 (effective 1 July 2022), intimations in the Form FC-6 series must be filed online within 45 days of the change or account opening, up from the earlier 15-day limit.
      • Can the utilisation account be at a bank other than SBI? Yes. While foreign contribution must first be received in the SBI New Delhi Main Branch designated account, one or more utilisation accounts may be opened at any scheduled bank, and their opening is intimated in Form FC-6D.

For any association registered under the Foreign Contribution (Regulation) Act, 2010, two compliance strands run alongside registration itself - the mandatory designated FCRA bank account and the Form FC-6 series of prior intimations to the Ministry of Home Affairs (MHA). The designated account is where all foreign contribution must first be received, and the FC-6 forms keep the MHA informed of any structural change in the association so that its FCRA registration record stays accurate and current.

Since the Foreign Contribution (Regulation) Amendment Act, 2020, this designated account is no longer a matter of choice. Foreign contribution can only be received in a single, exclusive designated FCRA account opened at the State Bank of India, New Delhi Main Branch. Any change to that account, to the association's details, or to its key members must then be intimated to the MHA through the correct FC-6 form on the fcraonline.nic.in portal, within the 45-day window prescribed by the FCRA Amendment Rules, 2022.

Understanding the Designated Account and FC-6 Series

The Foreign Contribution (Regulation) Amendment Act, 2020 made it mandatory for all FCRA-registered associations to receive foreign contribution only in a designated account at the SBI New Delhi Main Branch. Associations were required to open this account and could not receive foreign donations in any other account with effect from 1 April 2021. Section 17 of the FCRA, 2010 reinforces this - foreign contribution must be received only in the single exclusive designated FC account and kept separately maintained.

The FC-6 series is the standard mechanism for intimating the MHA of changes in an association's particulars. It is prescribed under Rule 9 and Rule 17A of the FCRA Rules, and every form in the series is filed online through the FCRA portal at fcraonline.nic.in. The five forms address distinct categories of change, so it is important to select the correct one:

The Form FC-6 Series at a Glance:

      • Form FC-6A: Intimates a change of name and/or address within the State of the association.
      • Form FC-6B: Intimates a change of nature, aims and objects, and registration with local or relevant authorities of the association.
      • Form FC-6C: Intimates a change of designated bank, branch, or bank account number of the designated FC receipt-cum-utilisation account.
      • Form FC-6D: Intimates the opening of an additional FC utilisation bank account for utilisation of foreign contribution.
      • Form FC-6E: Intimates a change in the original key members of the association.

A key distinction to keep in mind is between the designated receipt account and a utilisation account. The designated FCRA receipt-cum-utilisation account is the single mandatory account at SBI New Delhi Main Branch. A utilisation account, by contrast, may be opened at any scheduled bank or branch - but only foreign contribution funds may be deposited into it, and its opening is intimated in Form FC-6D. Interest accrued on foreign contribution is itself deemed to be foreign contribution and is subject to the same FCRA regulations, so it must be tracked within this account structure.

If you have not yet obtained your registration, our FCRA registration service covers the base approval, after which these intimation obligations become part of your ongoing compliance.

Who Needs to File FC-6 Intimations?

The FC-6 series and the designated account requirement apply to every association holding FCRA registration or prior permission. If your organisation receives, or is entitled to receive, foreign contribution, these obligations are part of your ongoing FCRA compliance. In practice, the following organisations most commonly need FC-6 filings:

      • Charitable trusts, societies, and Section 8 companies holding FCRA registration that undergo any change in name, registered address, or governing objects.
      • NGOs changing their designated bank details - a change of designated bank, branch, or account number of the receipt-cum-utilisation account requires Form FC-6C.
      • Associations opening a utilisation account at any scheduled bank to deploy foreign contribution, which must be intimated in Form FC-6D.
      • Organisations with changes in their governing board - a change in the original key members (office bearers or governing board) is intimated in Form FC-6E.
      • Newly registered associations that must open the mandatory SBI New Delhi Main Branch designated account before receiving any foreign contribution.
      • Associations that previously received foreign donations in another account and needed to migrate to the designated SBI account with effect from 1 April 2021.

Because every FC-6 form carries its own 45-day clock from the date of the change, associations should treat board resolutions, address changes, and banking updates as intimation triggers from the moment they occur. Alongside these intimations, most FCRA-registered bodies also file the FCRA FC-4 annual return and, on the five-year cycle, an FCRA renewal.

Form FC-6A to FC-6E - What Each Form Intimates

      FormWhat It Intimates
Form FC-6A Change of name and/or address within the State of the association. Filed online within 45 days of the change.
Form FC-6B Change of nature, aims and objects, and registration of the association with local or relevant authorities. Filed within 45 days.
Form FC-6C Change of designated bank, branch, or account number of the designated FC receipt-cum-utilisation account. Filed within 45 days with supporting bank letters and the chief functionary's signature.
Form FC-6D Opening of an additional FC utilisation bank account. The utilisation account may be at any scheduled bank, but only foreign contribution funds may be deposited into it. Supported by a governing body resolution.
Form FC-6E Change in the original key members (office bearers or governing board) of the association. Filed within 45 days of the change.

All five forms are prescribed under Rule 9 and Rule 17A of the FCRA Rules and are filed online through the FCRA portal at fcraonline.nic.in. Selecting the correct form for the specific category of change is essential - filing under the wrong form, or missing the 45-day window, can leave the MHA record out of step with the association's actual particulars.

      Our Process

How Patron Files Your FC-6 Intimation

A structured workflow from identifying the correct form through document preparation, online filing on fcraonline.nic.in, and confirmation - all within the 45-day statutory window.

      Step 1

Identify the Change and the Correct Form

We review the change - name or address, aims and objects, designated bank account, utilisation account opening, or key members - and map it to the correct form in the FC-6A to FC-6E series. The 45-day clock is calculated from the date of the change.

      Prepare Supporting Documents

We compile the governing body resolution, bank letters (for FC-6C or FC-6D), updated registration documents, and the chief functionary's authorisation. Each form has its own supporting document set, which we prepare in the format the MHA portal accepts.

      Step 3

      File Online on fcraonline.nic.in

We submit the selected FC-6 form on the FCRA portal, upload the supporting documents, and apply the chief functionary's digital signature. The submission is completed well within the 45-day window from the date of the change or account opening.

      Step 4

      Track Acknowledgement and Update Records

We track the portal acknowledgement, handle any clarifications raised by the MHA, and confirm that the association's FCRA record reflects the change. Your internal registers and the designated or utilisation account details are then updated to match.

      Documents Required for FC-6 Intimations

The exact document set depends on which form in the FC-6 series applies. The following are the documents most commonly needed across the series; Patron confirms the precise checklist for your specific intimation:

      • Governing body / board resolution approving the change (name, address, objects, bank account, or key member change).
      • FCRA registration certificate of the association.
      • For Form FC-6C - letter from the new designated bank confirming the bank, branch, and account number of the designated FC receipt-cum-utilisation account.
      • For Form FC-6D - letter from the scheduled bank confirming the opening of the additional utilisation account.
      • For Form FC-6A - updated registration or address proof reflecting the change of name and/or address within the State.
      • For Form FC-6B - updated documents evidencing the change of nature, aims and objects, and registration with relevant authorities.
      • For Form FC-6E - details and identity documents of the incoming and outgoing key members (office bearers or governing board).
      • Chief functionary's authorisation and digital signature for online submission.
      • PAN of the association and, where relevant, of the key members.

All submissions are made through the FCRA online portal (fcraonline.nic.in). Where existing documents are inadequate or out of date, Patron coordinates fresh issuance so the intimation is complete on first filing.

Common FC-6 Mistakes Patron Helps You Avoid

      MistakeImpactHow Patron Solves It
Receiving foreign funds in the wrong account Section 17 of FCRA 2010 mandates receipt of foreign contribution only in the exclusive designated FCRA account at SBI New Delhi Main Branch. Receiving funds in any other account is an offence and can attract action including suspension or cancellation of registration. Patron confirms the designated SBI account is correctly opened and mapped in your FCRA record, and ensures all foreign contribution is routed only through it before any utilisation account is used.
Missing the 45-day intimation window Under the FCRA Amendment Rules 2022, FC-6 intimations must be filed within 45 days of the change or account opening. Late filing leaves the MHA record inaccurate and exposes the association to compliance queries. Patron calculates the 45-day deadline from the date of the change and manages document preparation and filing so submission is completed well inside the window.
Using the wrong FC-6 form for the change Each form addresses a specific category of change. Filing a bank account change under a name-change form, for example, results in a defective intimation and rework. Patron maps every change to the correct form - FC-6A, FC-6B, FC-6C, FC-6D, or FC-6E - before filing, so the intimation is accepted on first submission.
Depositing non-FC funds into a utilisation account A utilisation account may be at any scheduled bank, but only foreign contribution funds may be deposited into it. Commingling domestic funds breaches FCRA rules. Patron sets up clear routing so utilisation accounts carry only foreign contribution, and intimates each new utilisation account correctly in Form FC-6D.
Not treating interest as foreign contribution Interest accrued on foreign contribution is deemed to be foreign contribution. Failing to maintain and report it under the same FCRA rules creates reconciliation and reporting gaps. Patron ensures interest earned on the FCRA account is tracked and reported within the same FCRA framework, keeping your records and annual return consistent.

      FC-6 Intimation Timeline

      StageEstimated Timeline
Change occurs (trigger event) Day 0 - the date of the name/address change, objects change, bank account change, utilisation account opening, or key member change
Form identification and document preparation Days 1-10 - correct FC-6 form selected, board resolution passed, bank letters and supporting documents compiled
Online filing on fcraonline.nic.in Well within Day 45 - the statutory outer limit under the FCRA Amendment Rules 2022 (up from the earlier 15-day limit)
Portal acknowledgement and MHA processing After submission - acknowledgement tracked, clarifications (if any) handled, record updated at the MHA

Why the 45-day window matters: The FCRA Amendment Rules, 2022 (effective 1 July 2022) increased the intimation time limit for the Form FC-6 series from 15 days to 45 days from the date of the change or account opening. While the longer window gives associations more room, each change still carries its own clock - so it is best to begin preparation as soon as the change is decided rather than waiting until the deadline approaches.
