MSDS Certificate Services - Overview

📌 TL;DR - MSDS Certificate Services Services at a Glance

An MSDS Certificate (Material Safety Data Sheet) is a technical document that communicates chemical hazard, handling, and safety information for a product. It is mandatory for export to USA, EU, and Middle East; required for hazardous chemical imports into India under MSIHC Rules 1989; and essential for workplace safety compliance, e-commerce platform listings, and air/sea freight of dangerous goods. Patron Accounting prepares GHS-aligned 16-section MSDS starting at INR 4,499.

An MSDS - Material Safety Data Sheet - is a mandatory document for any business that manufactures, exports, imports, stores, or handles chemical-based products. Whether you produce industrial cleaning agents, cosmetics, essential oils, paints, adhesives, or pharmaceutical intermediates, every such product needs an MSDS that details its chemical composition, physical properties, health and environmental hazards, safe handling procedures, storage requirements, and emergency response measures.

Internationally, the MSDS format has been standardized into a 16-section Safety Data Sheet (SDS) under the UN Globally Harmonized System (GHS). For exports to the USA, European Union, and Middle Eastern countries, a GHS-compliant 16-section SDS is a non-negotiable customs requirement. In India, the legal framework is the Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 (MSIHC Rules) under the Environment (Protection) Act, 1986. While India has not yet officially adopted GHS, a 16-section GHS-aligned MSDS is the current industry standard and internationally accepted.

What is an MSDS Certificate?

An MSDS Certificate (Material Safety Data Sheet) is a standardized technical document that provides detailed information about a product's chemical composition, physical and health hazards, safe handling and storage procedures, and emergency response measures.

The MSDS is the primary safety communication tool for chemical products across the supply chain - from manufacturer to transporter, distributor, end-user, and emergency responder. Under the UN Globally Harmonized System (GHS), the document is now officially called a Safety Data Sheet (SDS) and follows a globally standardized 16-section format. In India, the term 'MSDS' is still widely used interchangeably with 'SDS'.

The document is prepared based on product formulation data, laboratory test results (pH, flash point, density, viscosity), and hazard classification per GHS criteria. For imports into India, the MSDS must accompany the shipment as per MSIHC Rules, 1989 Schedule 9. For exports, a fresh MSDS is prepared per the destination country's regulatory requirements.

Key Terms for MSDS Certificate Services:

MSDS - Material Safety Data Sheet - the traditional term for the chemical safety document. Still widely used in India.

SDS - Safety Data Sheet - the current official term under GHS. Follows a standardized 16-section format. MSDS and SDS are used interchangeably.

GHS - Globally Harmonized System of Classification and Labelling of Chemicals - UN standard. India has not yet officially adopted GHS; Draft Chemicals Rules 2020 proposes adoption.

MSIHC Rules 1989 - Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 - the primary Indian regulation for chemical safety under Environment (Protection) Act, 1986.

Hazard Classification - Process of identifying a chemical's health, physical, and environmental hazards per GHS criteria before preparing the MSDS.

EHS Author - Environment, Health and Safety professional who collects formulation data, performs hazard classification, and prepares the MSDS.

Who Needs an MSDS Certificate?

An MSDS is required for any business that manufactures, exports, imports, stores, transports, or sells chemical-based products:

  • Exporters shipping chemicals, cosmetics, paints, cleaning agents, or essential oils to USA, EU, UAE, Qatar, Oman - MSDS is mandatory for customs clearance
  • Importers of hazardous chemicals listed in Schedules 1, 2, or 3 of MSIHC Rules 1989 must maintain Safety Data Sheets per Schedule 9
  • Manufacturers of chemical products must maintain up-to-date MSDS for each product for worker safety and regulatory compliance
  • E-commerce sellers - platforms like Amazon, Flipkart, and Meesho require MSDS for listings of chemical, cleaning, or cosmetic products
  • Logistics and freight - airlines (IATA DGR) and shipping companies require MSDS for classification and safe carriage of dangerous goods
  • Pharmaceutical and agrochemical companies - pesticides, fertilizers, and drug intermediates require MSDS for regulatory submissions
  • Workplace compliance - companies with chemical storage under Factories Act or MSIHC Rules must maintain MSDS for all chemical products on site

Frequently Asked Questions About MSDS Certificates

Get answers to the most common questions about MSDS/SDS preparation, GHS compliance, fees, and the preparation process in India.

Quick Answers

MSDS full form? Material Safety Data Sheet.

MSDS vs SDS - same document? Yes - SDS is the GHS term; MSDS is older terminology. Same document.

16 sections or 9 sections? 16 sections (GHS/international standard); India's MSIHC Rules 1989 has 9 sections. 16-section GHS format is industry standard and internationally required.

Mandatory for exports? Yes - USA, EU, Middle East require GHS-compliant SDS for customs clearance.

Who prepares it? EHS specialists / chemical safety professionals.

Patron Accounting starting fee? INR 4,499 for standard single-product MSDS.

Shipment Deadline or E-Commerce Listing Pending?

A missing or incorrectly formatted MSDS causes immediate, costly consequences: shipment detention at destination port, customs rejection, loss of freight charges, delay penalties from buyers, and potential debarment from supplier lists.

  • Export customs: Shipment held pending MSDS submission - demurrage and detention charges begin immediately
  • IATA DGR: Air cargo without correct MSDS is refused by airlines; repeat violations can result in banning
  • E-commerce: Product listing remains deactivated until MSDS is submitted; lost sales during deactivation
  • Indian regulatory: Installations without current SDS face inspection notices and potential shutdown orders under MSIHC Rules
